The EIS Enterprise Development Programme is long-term support for growing Estonian companies that want a bigger change under a development plan. Besides product development and sales, it can fund the purchase or development of workflow software: ERP, CRM, a client portal or a new digital service.
The company applies for and receives the grant. IT Solutions is the developer and service provider: we prepare a quote that meets EIS requirements and deliver the work.
The grant at a glance
- Amount: up to €500,000 per development plan, of which up to €200,000 for equipment.
- Grant rate: 45% for small, 35% for medium-sized and 25% for large companies.
- Duration: up to 3 years to implement the plan.
- Status: open, total programme budget €22,968,000.
Who can apply
- A company in the Estonian commercial register that has operated for at least 2 years.
- At least 8 full-time employees.
- Export turnover of at least €50,000 last year, or average sales growth of at least 5% a year over two years.
- Owners and management with a clear international growth ambition, and a plan that contributes to innovation, digitalisation or sustainability.
What the programme funds
Eligible costs fall into five groups: organisation and processes (including the purchase or development of workflow software and process consulting), product and service development (including design and prototyping), sales and marketing, people development, and equipment. Purchases of €100,000 or more must go through the public procurement register.
How the process works
- Mandatory pre-consultation with an account manager (about 2 hours).
- Situation mapping and a growth forecast (1–3 weeks).
- Writing the development plan (up to 6 months). Involve the developer here so that the IT scope and budget are realistic.
- Implementing the plan in stages over up to 3 years, applying for each stage in the e-toetus portal.
- Results assessment 2 years after the plan ends.
What we can build for you with this grant
- Custom software and web applications: ERP, CRM, production and project management.
- Mobile apps for staff and customers.
- AI solutions for business processes.
- B2B e-commerce and a client portal for export sales.
- Managed IT services and server management for the new system.
Example project
An exporting manufacturer with 25 employees plans to grow foreign sales over three years. The development plan includes a new ERP with production planning, a B2B ordering portal for foreign customers and a CRM. The IT part costs €200,000. As a small company the grant rate is 45%, so EIS covers €90,000.
How a grant-funded project works with us
- We map your needs and check that the project fits the grant conditions.
- We prepare the quote to EIS requirements: scope, schedule, price, our competencies, references and team CVs.
- You submit the application in the e-toetus portal. We sign the contract only after the application is submitted.
- We build the solution and document the result the way the final report requires.
- We maintain and develop it after the project ends.
Key rules before you apply
- Do not sign a contract with the developer before you submit the application: costs started earlier are not reimbursed.
- From €20,000 (excl. VAT) you need two comparable quotes; from €100,000 a procurement through the public procurement register.
- De minimis aid is capped at €300,000 over three years.
- The grant is usually paid after the final report is approved, so plan your own contribution and cash flow in advance.
