The EIS business process automation and data exchange grant is the largest EIS digitalisation grant for ERP, accounting and warehouse projects. It is part of Estonia’s real-time economy measure: data must move between your systems and partners automatically, without manual entry.
The company applies for and receives the grant. IT Solutions is the developer and service provider: we prepare a quote that meets EIS requirements and deliver the work.
The grant at a glance
- Amount: up to €150,000 per project.
- Grant rate: 50%.
- Round: opened on 30 March 2026 with a €1.5 million budget and stays open until the budget runs out.
- Status: check with EIS before applying whether budget is left.
Who can apply
An Estonian company with average sales of at least €50,000 over the last two financial years. You need a digitalisation strategy or an equivalent document, and at least one cooperation partner must be involved in the development.
Development requirements
The software must receive, send and process machine-readable data that is time-stamped or otherwise reliably traceable, via X-Road (X-tee) or another secure data exchange platform. The development must include at least two real-time economy solutions and be part of an end-to-end process within the company or between companies.
Examples of real-time economy solutions:
- automatic sending and receiving of e-invoices;
- real-time stock, order and delivery management;
- an interface between accounting software and the Tax and Customs Board;
- EDI-based purchasing and sales;
- logistics tracking and data sharing with partners;
- customer, order and price list sync across systems;
- real-time management reporting.
What we can build for you with this grant
- Custom accounting software and e-shop integration with e-invoicing and a tax authority interface.
- An ERP system or custom development of your existing ERP and its integrations.
- B2B e-commerce and wholesale ordering synced with your warehouse.
- Supplier and warehouse integrations with automatic price lists and stock levels.
- Real-time reporting and a management dashboard.
Example project
A wholesaler receives supplier price lists by email, enters orders by hand and invoices in its accounting program. Project: a B2B ordering portal that reads supplier stock and prices automatically, sends orders via EDI, creates e-invoices and passes the data to accounting. Two real-time economy solutions are covered (e-invoicing and stock data exchange). Cost €120,000, grant €60,000.
How a grant-funded project works with us
- We map your needs and check that the project fits the grant conditions.
- We prepare the quote to EIS requirements: scope, schedule, price, our competencies, references and team CVs.
- You submit the application in the e-toetus portal. We sign the contract only after the application is submitted.
- We build the solution and document the result the way the final report requires.
- We maintain and develop it after the project ends.
Key rules before you apply
- Do not sign a contract with the developer before you submit the application: costs started earlier are not reimbursed.
- From €20,000 (excl. VAT) you need two comparable quotes; from €100,000 a procurement through the public procurement register.
- De minimis aid is capped at €300,000 over three years.
- The grant is usually paid after the final report is approved, so plan your own contribution and cash flow in advance.

A national initiative to make company data such as invoices, orders, stock levels and reports flow automatically in machine-readable form, without manual entry.
Is an X-Road interface mandatory?
Data exchange must run through X-Road or another secure data exchange platform. We choose the right option together, based on your partners and systems.
Can an existing ERP be developed?
Yes. A new system is not required; the development must create at least two real-time economy solutions and be part of an end-to-end process.
Who counts as a cooperation partner?
Another company or organisation you exchange data with, such as a supplier, customer or logistics partner.
