The EIS digitalisation grant (digitalisation roadmap consulting and development grant) is currently the most practical way for an Estonian SME to fund a development project: a CRM, a custom admin panel, integrations or automation of manual work. It covers up to 70% of development costs.
The company applies for and receives the grant. IT Solutions is the developer and service provider: we prepare a quote that meets EIS requirements and deliver the work.
The grant at a glance
- Amount: up to €35,000 per project.
- Grant rate: 50% in Harju County and Tartu city, 70% elsewhere in Estonia.
- Duration: up to 12 months; activities must end by 31 October 2029.
- Status: open, processed in order of arrival. On 26 October 2026 only €90,056 of the budget was uncommitted.
Who can apply
An Estonian company with average core-business revenue of at least €200,000 over the last two financial years. Some sectors are excluded, including agriculture, real estate, gambling, accounting and legal services, and advertising. The prerequisite is a digitalisation roadmap: a three-year action plan assessing your digitalisation, automation and cybersecurity level and the investments needed. EIS publishes a good-practice guide.
What the grant covers
Consulting and development that remove the bottlenecks described in your roadmap: digitalisation, automation or cybersecurity. The result must be documented so that it can be reproduced. The service is bought from an external provider: one quote is enough below €20,000, and two comparable quotes are needed from €20,000. You cannot change the provider during the project.
What we can build for you with this grant
- Custom software and web applications: CRM, client portal, internal admin panel.
- Accounting software and e-shop integration: orders, invoices and stock levels move automatically.
- A time tracking system with work-time analysis.
- Price quote and measurement report software for construction and manufacturing companies.
- AI solutions: document processing and automatic replies to enquiries.
Example project
A manufacturing company in Tartu manages orders in Excel and email. Its roadmap lists manual data entry as a bottleneck. Project: a web-based order admin panel with a client portal and an accounting integration, costing €30,000. In Tartu the grant rate is 50%, so EIS covers €15,000 and the company pays €15,000. Outside Harju County and Tartu the grant would be 70%, or €21,000.
How a grant-funded project works with us
- We map your needs and check that the project fits the grant conditions.
- We prepare the quote to EIS requirements: scope, schedule, price, our competencies, references and team CVs.
- You submit the application in the e-toetus portal. We sign the contract only after the application is submitted.
- We build the solution and document the result the way the final report requires.
- We maintain and develop it after the project ends.
Key rules before you apply
- Do not sign a contract with the developer before you submit the application: costs started earlier are not reimbursed.
- From €20,000 (excl. VAT) you need two comparable quotes; from €100,000 a procurement through the public procurement register.
- De minimis aid is capped at €300,000 over three years.
- The grant is usually paid after the final report is approved, so plan your own contribution and cash flow in advance.
Frequently asked questions
Is a digitalisation roadmap mandatory?
Yes. You can apply for the development grant only if the company has an up-to-date digitalisation roadmap. It may have been written earlier but must reflect the current situation.
Is CRM development eligible?
Yes, if the CRM solves a digitalisation or automation bottleneck described in the roadmap, such as manual or duplicated data entry.
Why is the grant rate lower in Harju County?
For regional balance: companies registered in Harju County and Tartu city get 50% de minimis support, the rest of Estonia 70%.
When can I sign a contract with the developer?
Only after the application has been submitted and the project start date has come.
