Arendusosak (development voucher) is an EIS grant for Estonian SMEs developing a new product or service that need outside expertise to do it. In IT it fits when you are building your own SaaS platform, a customer-facing app or a technology prototype, not a standard website or online store.
The company applies for and receives the grant. IT Solutions is the developer and service provider: we prepare a quote that meets EIS requirements and deliver the work.
The grant at a glance
- Amount: up to €35,000.
- Grant rate: up to 70%, own contribution at least 30%.
- Applications: rolling; each company can apply up to twice.

Who can apply
A small or medium-sized company in the Estonian commercial register that is developing a novel solution in at least one TAIE focus area and lacks the knowledge, skills or resources to do the project itself. The grant is de minimis aid.
What is and is not covered
Eligible: prototype development, component technology development and testing, product testing and feasibility studies, and intellectual property advice. Costs: services from an eligible provider, 50% of your own developer’s salary (at least 0.2 FTE), and materials up to 25% of the project cost.
Not eligible: building a website or online store, routine software development and updates, design development, business model creation, internal processes and market research.
Who can be the service provider
Besides universities and development centres, an IT services company (EMTAK 6201 or 6210) qualifies if its revenue from this activity exceeded €50,000 last year and it has a capable team. Do not sign a contract with the provider before submitting the application. EIS evaluates applications within 20 working days.

Example project
A logistics company wants to sell a web-based route planning service to other carriers. Project: a working prototype with an optimisation algorithm, a map interface and testing with three pilot customers. Cost €40,000, grant 70%, or €28,000.
How a grant-funded project works with us
- We map your needs and check that the project fits the grant conditions.
- We prepare the quote to EIS requirements: scope, schedule, price, our competencies, references and team CVs.
- You submit the application in the e-toetus portal. We sign the contract only after the application is submitted.
- We build the solution and document the result the way the final report requires.
- We maintain and develop it after the project ends.
Key rules before you apply
- Do not sign a contract with the developer before you submit the application: costs started earlier are not reimbursed.
- From €20,000 (excl. VAT) you need two comparable quotes; from €100,000 a procurement through the public procurement register.
- De minimis aid is capped at €300,000 over three years.
- The grant is usually paid after the final report is approved, so plan your own contribution and cash flow in advance.
Frequently asked questions
Can Arendusosak fund a website or online store?
No. Websites, online stores and routine software development are excluded. The grant is for prototyping a novel product or service.
Can an IT company be the service provider?
Yes, if its activity is EMTAK 6201 or 6210, its revenue from that activity exceeded €50,000 last year and its team can deliver the project.
How many times can a company apply?
Each company can apply for Arendusosak up to twice.
