Overview
Since 28 June 2025 the European Accessibility Act (EAA, Directive (EU) 2019/882) applies. It requires consumer-facing online stores and digital services to be usable by people with visual, hearing and motor impairments. The requirements apply to businesses that sell products or services to consumers online: e-commerce and booking systems, banking and payment services, passenger transport tickets, electronic communications, e-books and audiovisual services. Microenterprises providing services (fewer than 10 employees and turnover or balance sheet up to EUR 2 million) are exempt. Public sector websites have had accessibility requirements for years.
The technical basis is the EN 301 549 standard, which for the web relies on WCAG 2.1 level AA. The site must work with a keyboard only and with a screen reader, text must have enough contrast and scale with zoom, images need text alternatives and form fields need clear labels and error messages.
