It covers up to 70% of development costs.<\/p>\n<p>The company applies for and receives the grant. IT Solutions is the <strong>developer and service provider<\/strong>: we prepare a quote that meets EIS requirements and deliver the work.<\/p>\n<h2>The grant at a glance<\/h2>\n<ul>\n<li><strong>Amount:<\/strong> up to \u20ac35,000 per project.<\/li>\n<li><strong>Grant rate:<\/strong> 50% in Harju County and Tartu city, 70% elsewhere in Estonia.<\/li>\n<li><strong>Duration:<\/strong> up to 12 months; activities must end by 31 October 2029.<\/li>\n<li><strong>Status:<\/strong> open, processed in order of arrival. On 26 October 2026 only \u20ac90,056 of the budget was uncommitted.<\/li>\n<\/ul>\n<h2>Who can apply<\/h2>\n<p>An Estonian company with average core-business revenue of at least <strong>\u20ac200,000<\/strong> over the last two financial years. Some sectors are excluded, including agriculture, real estate, gambling, accounting and legal services, and advertising. The prerequisite is a <strong>digitalisation roadmap<\/strong>: a three-year action plan assessing your digitalisation, automation and cybersecurity level and the investments needed. EIS publishes a <a href=\"https:\/\/eis.ee\/wp-content\/uploads\/2026\/06\/digitaliseerimise_teekaardi_-hea_tava_2026.pdf\" target=\"_blank\" rel=\"noopener\">good-practice guide<\/a>.<\/p>\n<h2>What the grant covers<\/h2>\n<p>Consulting and development that remove the bottlenecks described in your roadmap: digitalisation, automation or cybersecurity. The result must be documented so that it can be reproduced. The service is bought from an external provider: one quote is enough below \u20ac20,000, and two comparable quotes are needed from \u20ac20,000. Its roadmap lists manual data entry as a bottleneck. Project: a web-based order admin panel with a client portal and an accounting integration, costing \u20ac30,000. In Tartu the grant rate is 50%, so EIS covers \u20ac15,000 and the company pays \u20ac15,000. Outside Harju County and Tartu the grant would be 70%, or \u20ac21,000.<\/p>\n<h2>How a grant-funded project works with us<\/h2>\n<ol>\n<li><strong>We map your needs<\/strong> and check that the project fits the grant conditions.<\/li>\n<li><strong>We prepare the quote<\/strong> to EIS requirements: scope, schedule, price, our competencies, references and team CVs.<\/li>\n<li><strong>You submit the application<\/strong> in the e-toetus portal. We sign the contract only after the application is submitted.<\/li>\n<li><strong>We build the solution<\/strong> and document the result the way the final report requires.<\/li>\n<li><strong>We maintain and develop it<\/strong> after the project ends.<\/li>\n<\/ol>\n<h2>Key rules before you apply<\/h2>\n<ul>\n<li><strong>Do not sign a contract with the developer before you submit the application<\/strong>: costs started earlier are not reimbursed.<\/li>\n<li>From \u20ac20,000 (excl. VAT) you need two comparable quotes; from \u20ac100,000 a procurement through the public procurement register.<\/li>\n<li>De minimis aid is capped at \u20ac300,000 over three years.<\/li>\n<li>The grant is usually paid after the final report is approved, so plan your own contribution and cash flow in advance.<\/li>\n<\/ul>\n<h2>Frequently asked questions<\/h2>\n<div class=\"its-faq\">\n<details>\n<summary>\n<h3>Is a digitalisation roadmap mandatory?<\/h3>\n<\/summary>\n<p>Yes. You can apply for the development grant only if the company has an up-to-date digitalisation roadmap.
